WhatsApp Business API Approval in India: The Real Process and Timeline

October 25, 2026 Uncategorized

Getting on the WhatsApp Business API is not one approval. It is three, run by Meta, and they fail for different reasons. Businesses budget a day for it and then lose two weeks because a document did not match a registration by one word.

What you need before you start

  • A phone number that is not currently active on the WhatsApp app or WhatsApp Business app. If it is, you must delete that account first, and you lose its chat history.
  • A Meta Business account for your company.
  • Registration documents in the company’s legal name: certificate of incorporation, GST certificate, or a utility bill for the registered address.
  • A website that shows the same business name, address and phone number as your documents. This is checked more often than people expect.

Step 1: Business verification

Meta verifies that your business exists and that you control it. You submit documents, and sometimes a phone call or email to a number published on your own website or in a public directory.

Typical time: two to five working days when documents are clean, two to three weeks when they are not.

Why it fails in India:

  • The legal name on the document is “ABC Enterprises Private Limited” and the Business Manager says “ABC Enterprise”. Match it exactly, including Pvt Ltd spelling.
  • The address on the GST certificate is the registered office, while the website shows the branch. Show both, or use the registered one everywhere.
  • The website has no contact page with a real address, or the domain was registered a week ago with privacy protection.
  • A personal bank statement is submitted for a company account. It will be rejected.

Step 2: Display name review

The display name is what customers see. Meta reviews it against their guidelines, and this is where most Indian applications get a surprise.

  • The name must reflect the actual business. Generic names like “Best Deals” get rejected.
  • It should relate to the verified business name or a brand you can show ownership of — a trademark, or the brand prominently used on your own website.
  • Do not include a phone number, a URL, or promotional words in the display name.
  • If your brand differs from your legal name, publish that brand clearly on your site before applying. That is the evidence reviewers look for.

Typical time: same day to two days. Rejection is not fatal; you can edit and resubmit, though the number of attempts is limited over a period.

Step 3: Message template approval

Outside a 24-hour customer service window, you can only send pre-approved templates. Each template is reviewed, usually within minutes to a few hours.

Templates get rejected for predictable reasons:

  • Vague variables. A template that is almost entirely {{1}} looks like a blank cheque and gets refused. Write real sentences with variables for names, order numbers and dates.
  • Wrong category. A promotional offer submitted as a utility template is rejected, and repeated attempts hurt you.
  • Missing opt-out. For marketing templates, include a clear way to stop.
  • Formatting errors. Variables at the very start or end of the message body, or two variables adjacent to each other, get rejected automatically.

Quality rating and the thing nobody warns you about

After approval, your number carries a quality rating driven by how recipients react. Blocks and “report” taps push the rating down, which lowers your messaging limit, and a bad enough rating gets the number restricted.

The fastest way to destroy a new number is to import a purchased list and broadcast to it. People who never asked to hear from you block you, and within two campaigns your limit collapses. Build opt-ins from your website, your invoices and your existing customers instead. Our audit of Indian business websites found 79.3% have no WhatsApp link at all, so for most businesses the opt-in collection has not even started.

How long the whole thing takes

With documents ready and a website that matches them, a business can realistically be sending within three to seven working days. Two to three weeks is common when the legal name, the website and the documents disagree with each other. Fix those three before you apply and you skip most of the pain.

Documents that actually get accepted in India

Business verification fails more often on document mismatch than on anything else. Meta is checking that three things agree: your legal name, your address, and the website or domain you claim. Pick documents that say the same thing.

  • Certificate of Incorporation or GST registration certificate — the strongest pair, because both carry the legal name and the registered address.
  • Udyam or MSME registration — accepted, and often the quickest route for a proprietorship or partnership that is not GST-registered.
  • Shop and Establishment licence or trade licence — works where it carries the business name and address clearly.
  • A recent utility bill or bank statement in the business’s name — useful as the address proof alongside a registration document, not on its own.

Three mismatches cause most rejections, and all three are avoidable before you submit:

  1. Trading name instead of legal name. If your certificate says “Sharma Enterprises” and you enter the brand you trade under, it will not match. Enter the legal name, and handle the brand in the display name step instead.
  2. A website that does not mention the business. Your domain should carry the legal entity name and a contact address somewhere a reviewer can find it — the footer and a contact page are enough. A site with no entity details anywhere is a common silent rejection.
  3. A free email domain. Use an email on your own domain for the submission. A Gmail address with a company website is treated as weaker evidence.

Display name rules, with examples

The display name is what the customer sees, and it is reviewed separately from verification. The rule is simple to state and easy to fall foul of: it must match your verified business name or a brand you can show you own, and it may not read like an advertisement.

  • Accepted: the legal name — “Sharma Enterprises”. The trading brand, when the brand appears clearly on the website that matches your domain — “Sharma Sweets”.
  • Rejected: a name containing a phone number or URL. Names with “Official”, “Best”, “No.1”, “Sale” or an offer in them. A generic category word on its own — “Sweets Shop”, “Dental Clinic” — because it does not identify a specific business.
  • Rejected: a brand nowhere visible on your site. If you want to use the brand rather than the legal name, put the brand on the site first and then submit.

You can change the display name later, but each change goes through review again and there are limits on how often, so it is cheaper to get it right than to iterate.

Template rejections: the common reasons and the fix

Template review is automated and fast, and it rejects on form far more often than on intent. The reasons you will actually hit:

  • Wrong category. An offer submitted as Utility is the single most common rejection. Promotions are Marketing, transaction and status messages are Utility, and OTPs are Authentication. Submitting a marketing message as utility to save money does not work and slows you down.
  • Variables at the start or end, or two in a row. Put a variable inside a sentence with real words either side of it.
  • Placeholder text left in. “Hi {{1}}, your order {{2}} is confirmed” is fine; “Hi {{1}}, {{2}}” is not, because the reviewer cannot see what the message says.
  • Formatting and spelling. Double spaces, stray punctuation, all-caps words and spelling errors all cause rejections that look mysterious.
  • Content that belongs in another channel. Loan offers, medical claims, anything regulated — check the policy before writing the template rather than after.

Two habits remove most of the pain: write one template, get it approved, then clone it for variants; and keep a short internal list of approved templates with their categories, so nobody resubmits something that already exists.

When verification is rejected

A rejection is not a verdict, it is a mismatch report, and the fix is usually clerical. Work through it in this order:

  1. Read what was actually checked. The rejection names the field it could not confirm — name, address or domain. Fix that one thing rather than re-uploading everything.
  2. Make the public evidence match before resubmitting. If the problem was the domain, add the entity name and address to the site footer and wait for it to be live. Resubmitting against the same unchanged website gets the same answer.
  3. Resubmit once, with better documents. Repeated identical submissions are the slowest path there is.
  4. Use the appeal only when the documents genuinely do match. It is for a reviewer error, not for a document gap.

In the meantime you are not blocked: an unverified business can still send to a limited number of unique customers a day, which is enough to build and test flows while verification is pending.

Frequently Asked Questions

How long does WhatsApp Business API approval take in India?

Three to seven working days is realistic when your documents, Meta Business account and website all carry the same legal name and address. It stretches to two or three weeks when those disagree, because business verification is the slow step.

Why was my WhatsApp display name rejected?

Usually because it does not match the verified business name or a brand you can demonstrate you own, or because it contains a phone number, URL or promotional wording. Publish the brand clearly on your own website and resubmit with the name matching it.

Can I use my existing WhatsApp number for the API?

Only if you first delete that number’s WhatsApp or WhatsApp Business app account, which permanently removes its chat history. Most businesses take a new number for the API and keep the old one running until customers move across.

Which documents work best for WhatsApp business verification in India?

A Certificate of Incorporation or GST registration certificate is strongest, because both carry the legal name and registered address. Udyam or MSME registration is often the fastest route for a proprietorship. Pair whichever you use with a recent utility bill or bank statement in the business name for address proof, make sure the legal name matches exactly, and submit from an email on your own domain.

Why do my message templates keep getting rejected?

Usually the category, not the content: an offer submitted as Utility will be rejected, because promotions must be Marketing. After that, the common causes are a variable placed at the very start or end of the message, two variables next to each other, placeholder text that leaves the reviewer unable to read the message, and formatting problems such as double spaces or all-caps words. Fix the category first, then the formatting.
