Here is a pattern we see in almost every Google Ads account we audit in India. The dashboard reports 180 conversions last month at Rs. 240 each. The business owner says they got maybe 20 real enquiries. Both are telling the truth — the account is counting the wrong things.
Conversion tracking is not a technical formality. It is the instruction you give Google’s bidding algorithm about what a good outcome looks like. Get it wrong and you are paying Google to find you more of the wrong people, efficiently.
The four conversions Indian businesses actually need
- Phone calls from the ad and from the website.
- Form submissions that reach a real inbox.
- WhatsApp clicks — for most Indian service businesses this is the biggest one.
- Qualified leads imported back from your CRM once a human has confirmed they are real.
Most accounts track only the second one, or worse, track page views and call them conversions.
Stop counting these as conversions
These are the four counted actions that inflate a dashboard and mislead the bidding algorithm:
- Pageviews of a “contact” page. Landing on the page is not contacting you.
- Clicks on a phone number without any duration threshold. A 3-second misdial is not a lead.
- Every click on any button, including “view brochure” or “see gallery”.
- Scroll depth and time on page imported from GA4 as primary conversions.
If these must exist, mark them as secondary in Google Ads so they are reported but not used for bidding. Only actions that indicate a genuine buying intent should be primary.
Setting up call tracking that means something
Two different call conversions exist and both are worth having:
- Calls from ads — the call extension or a call-only campaign. Google records these natively.
- Calls from the website — requires the Google forwarding number snippet, which swaps your number for a tracked one on ad traffic only.
The setting that matters most is the minimum call duration. The default of 60 seconds is a reasonable filter for most businesses; if your enquiries are quick, 30 seconds still filters misdials. Set it deliberately rather than leaving it at the default without a thought.
One caution for Indian advertisers: call forwarding numbers are not available for every account and region. If you cannot use them, at minimum track the tap on the tel: link on mobile, and accept that it is a weaker signal.
WhatsApp clicks: the conversion most accounts get wrong
For a Pune service business, a WhatsApp click is often worth more than a form fill. It is also the one most commonly untracked.
The clean setup:
- Every WhatsApp button on the site is a normal link to
wa.me/91XXXXXXXXXXwith a prefilled message that identifies the page or package. - In Google Tag Manager, create a click trigger on links whose URL contains
wa.me. - Fire a Google Ads conversion on that trigger, marked as primary.
- Include a page identifier in the prefilled text so your sales team knows where the enquiry came from without asking.
The prefilled message is doing double duty here: it improves the sales conversation and it gives you source attribution that no analytics tool can take away. Businesses running a WhatsApp CRM can then tag and score those conversations, which sets up the last and most valuable step below.
Offline conversion import: the step almost nobody does
Every conversion above measures intent, not money. The advertiser who wins is the one who tells Google which of those leads actually turned into business.
The mechanics:
- Capture the GCLID — the click identifier Google appends to the landing page URL — in a hidden form field or alongside the WhatsApp conversation record.
- Store it against the lead in your CRM or even a spreadsheet.
- When the lead becomes qualified or closes, upload it back to Google Ads as an offline conversion with a value.
Once Smart Bidding is optimising on qualified leads rather than raw form fills, the quality of traffic changes noticeably within a few weeks. This is the single highest-leverage change available to most Indian accounts, and it costs nothing but discipline.
Consent, GA4 and the DPDP Act
India’s Digital Personal Data Protection Act makes notice and consent for personal data a legal requirement, and Google’s own policies require consent signalling where applicable. Practical minimum for an Indian business site:
- A privacy policy that names the analytics and advertising tools you use.
- A consent mechanism if you serve users in regions requiring it, wired to Google Consent Mode so tags degrade rather than break.
- No personal data — names, phone numbers, email addresses — passed into URL parameters or event names.
A verification checklist before you trust the numbers
- Submit a test form yourself and confirm one conversion appears, not three.
- Check for duplicate tags — the same conversion firing from both the site and Tag Manager is common after a redesign.
- Confirm the conversion action counting setting: “one” per click for leads, “every” for sales.
- Compare last month’s conversion count against the number of real enquiries your team remembers. If the gap is more than about 20 percent, something is being counted that should not be.
- Check the attribution model and the conversion window are set intentionally.
What good looks like
An account that is set up properly has few primary conversions, all of them real, all of them owned by a person who can confirm the lead existed. That account can be handed to Smart Bidding safely.
